Position Summary
The Planning & Land Use Manager is responsible for maximizing opportunities to promote healthy and productive lands that create wealth while supporting traditional land uses through oversight and management of Tribal lands in support of Programs, Services, Functions and Activities. The Planning & Land Use Manager is responsible for community planning, program planning, community facility planning projects, land use planning, transportation planning, and code and permitting enforcement, as well as management of government-to-government consultation with local, state and federal government agencies.
Position Responsibilities
- Oversees the development, implementation, and management of the Tribe’s Comprehensive Land Use Plan.
- Plans, develops and implements Tribal land use projects in coordination with federal, state and local extension agencies.
- Conducts research and analysis to prepare current and long-range land use plans.
- Supports Tribal departments with land use program planning priorities, capital improvement and project support services, including coordination of environmental/traffic studies, easements, permits, and proposed roads, storm water, water, sewer, and other utilities and telecommunications needs.
- Serves as direct liaison with local, state and federal agencies involved in designated land use and transportation planning activities.
- Prepares, maintains and ensures compliance to building and land use permit and procedure codes.
- Generates annual planning and land use budgets, including development, acquisition and management of project funding streams.
- Prepares and presents written and verbal reports that provide plans, recommendations and progress updates to the Executive Director and Tribal Council.
- Conducts technical reviews of all Tribal and non-Tribal land use actions within the boundaries of the Stillaguamish Reservation, as well as the usual and accustomed areas.
- Prepares specifications and provides administrative oversight for consultant contracts.
- Develops and maintains resource files and planning archives.
- Supports the Tribe’s property acquisition and management program, including review of proposed acquisitions and management of properties assigned to the program.
- Provides public relations and land use communications.
- Performs other duties as assigned.
Required Knowledge, Skills and Abilities
· Must have working knowledge of computer word processing and spreadsheets and be able to perform statistical analysis of data.
· Must have working knowledge of Tribal community development and intergovernmental relations, including current and long-range land use and transportation planning.
· Must have ability to manage large projects, analyze data, report trends and generate plans using the GPS/GIS database.
· Must have effective communication skills to represent Tribe on land use and transportation planning concerns.

Work Environment
The Planning and Land Use Manager normally works in an office setting where conditions are comfortable. However, the Planner will also be required to supervise projects outdoors for extensive periods of time and in all types of weather including hot and dry conditions, wet conditions and very cold conditions.
Physical Demands
· Must be able to lift and move 30 lb. objects
· Must be able to spend entire working days walking or standing either in an office setting or in the field to inspect land use or transportation projects
Position Qualifications
· BA in Planning, Political Science, Business Administration or related field with at least five years’ experience in community planning, Tribal government, data collection and analysis, program evaluation and community outreach.
· Must have successfully developed and written community development program plans, such as community comprehensive plans, long-range planning , economic development plans, legislative revisions or similar governance documents.
· Must have excellent oral and written communications skills, report writing skills and experience in grant administration and compliance.
· Must have a fundamental understanding of Tribal cultural traditions and government.
· Must be able to work independently with a minimum of supervision and achieve results on schedule.
Travel Requirements
· Some local travel is required to attend meetings or conduct research.
· Occasional overnight travel is required to attend and/or present at meetings, conferences or trainings
